2027학년도 대학 수시모집 원서접수 마감 직전 발생한 시스템 마비 사태를 계기로, 소수 민간업체에 크게 의존하고 있는 현행 대입 원서접수 구조를 재점검해야 한다는 지적이 나왔다.

한국교원단체총연합회는 지난 11일 발생한 원서접수 대행업체의 시스템 장애와 관련해 “국가적으로 중요한 대입 업무의 안정성과 공정성을 확보할 최종 책임까지 민간업체에 맡겨둘 수는 없다”며 원서접수 운영 체계 전반의 개선을 촉구했다.

현재 대학 입학 원서접수는 소수 민간업체를 중심으로 운영되고 있다. 특정 업체의 시스템에 장애가 발생할 경우 여러 대학과 수험생이 동시에 영향을 받을 수 있다는 점에서 이번 사태는 단순한 전산 오류를 넘어 현행 운영 구조의 취약성을 드러냈다는 것이 교총의 주장이다.

교총은 “대입 원서접수는 수험생의 지원 기회와 진로에 직접 영향을 미치는 중대한 절차”라며 “한 업체의 장애가 대규모 수험생에게 영향을 주는 구조라면 교육당국의 관리·감독 책임도 그만큼 무겁게 봐야 한다”고 밝혔다.

이어 교육부와 한국대학교육협의회가 원서접수 위탁업체의 선정·운영 기준, 시스템 안정성 검증 절차, 장애 발생 시 대응 체계, 관리·감독 권한과 책임 등을 전반적으로 재점검해야 한다고 요구했다.

특히 원서접수 마감 직전 접속자가 집중될 가능성은 충분히 예상할 수 있었던 만큼, 접속 폭주 상황에서도 안정적으로 운영될 수 있는 시스템을 갖췄어야 한다고 지적했다.

교총은 이번 장애의 정확한 원인과 당시 대응 과정, 관리·감독상 미비점 등을 철저히 조사하고 그 결과를 투명하게 공개해야 한다고 촉구했다.

피해 수험생에 대한 구제도 필요하지만 구제 과정에서 새로운 불공정이 발생해서는 안 된다는 점도 강조했다.

교총은 “시스템 장애 때문에 원서접수를 마치지 못한 수험생이 지원 기회를 잃어서는 안 된다”면서도 “일부 대학에서 당초 마감 시각을 전후해 경쟁률이 공개된 만큼 접수 시간 연장이 다른 수험생에게 상대적인 불이익으로 이어지는 일도 없어야 한다”고 밝혔다.

이를 위해 장애 발생 시간대의 접속 기록과 원서작성·결제 기록 등을 토대로 실제 피해 여부를 확인하고 구제 대상과 범위, 절차를 명확히 해야 한다고 주문했다. 경쟁률 공개 이후 이뤄진 접수까지 포함해 수험생 간 유불리가 발생했는지도 점검해야 한다는 것이다.

교총은 이번 사태를 서버 용량 확대만으로 마무리해서는 안 된다고 강조했다.

장애 발생 시 원서접수 연장 여부와 적용 범위, 경쟁률 공개 시점과의 연계 원칙, 접속·작성·결제 기록 보존 기준, 피해 수험생 구제 원칙 등을 사전에 마련해 비상상황에서도 일관되게 적용할 수 있어야 한다고 밝혔다.

강주호 한국교총 회장은 “수험생들이 오랜 시간 준비해 온 노력과 진로 선택이 본인의 잘못과 무관한 시스템 장애 때문에 흔들리는 일은 다시는 없어야 한다”며 “피해 수험생은 충분히 보호하되 모든 수험생이 결과를 신뢰할 수 있도록 공정하고 투명하게 문제를 해결해야 한다”고 말했다.

이어 “이번 사태를 한 업체의 전산 장애로만 치부하지 말고 교육당국이 원서접수 시스템과 관리·감독 체계 전반을 점검해 어떠한 상황에서도 수험생의 지원 기회와 대입의 공정성이 보장될 수 있도록 해야 한다”고 촉구했다.

After the system failure that occurred just before the deadline for submitting applications for the 2027 university entrance exam, there have been calls to reexamine the current admission application structure, which heavily relies on a small number of private companies.

The Korean Federation of Teachers' Associations pointed out that in light of the system failure of the application agency on the 11th, it is not acceptable to leave the stability and fairness of the nationally important admission process entirely in the hands of private companies. They urged for improvements in the overall operation system of the application process.

Currently, university entrance applications are mainly managed by a few private companies. The incident this time revealed the vulnerability of the current operating structure beyond a simple computer error, as it could affect multiple universities and test-takers simultaneously, according to the Federation's argument.

The Federation stated that the admission application process directly affects students' opportunities for support and career paths, emphasizing that if the failure of one company affects a large number of test-takers, the educational authorities should also bear heavy responsibility for supervision and management.

They demanded a comprehensive reassessment by the Ministry of Education and the Korean Council for University Education regarding the selection and operation criteria for outsourcing companies, system stability verification procedures, response mechanisms in case of failures, as well as management, supervision authority, and responsibilities.

Especially since the possibility of a surge in users right before the application deadline could have been anticipated, they pointed out that a system capable of stable operation even during high traffic should have been in place.

The Federation urged for a thorough investigation into the exact cause of the recent failure, the response process at that time, deficiencies in management and supervision, and for the results to be transparently disclosed.

While acknowledging the need for remedies for affected test-takers, they emphasized that new injustices should not arise during the remediation process.

The Federation stated that test-takers who were unable to complete their applications due to the system failure should not lose their support opportunities, and that extending the application time around the original deadline should not lead to relative disadvantages for other test-takers.

They recommended confirming the actual damage based on access records and application/payment records during the time of the failure, and clearly defining the targets, scope, and procedures for remediation. They also suggested checking whether any advantages or disadvantages occurred among test-takers, including those who applied after the announcement of the competition ratio.

The Federation stressed that resolving the current situation should not be limited to just expanding server capacity.

They highlighted the need to establish principles in advance for extending application deadlines in case of failures, the scope of application, the timing of announcing competition ratios, standards for preserving access/application/payment records, and principles for remedying affected test-takers, to ensure consistent application even in emergency situations.

Kang Joo-ho, the President of the Korean Federation of Teachers' Associations, stated, "Efforts and career choices that test-takers have been preparing for a long time should not be shaken by system failures that are not their fault," and emphasized the need to protect affected test-takers adequately while resolving the issue fairly and transparently so that all test-takers can trust the results.

He further urged, "Rather than attributing this incident solely to the computer failure of one company, the educational authorities should review the entire admission application system and management and supervision system to ensure that students' support opportunities and the fairness of admissions are guaranteed in any situation."
