전북특별자치도는 12일 이원택 도지사 주재로 간부회의를 열고 전북특별법 특례 실행 상황을 점검했다. 이날 회의에서는 특례별 주요 성과를 공유하고, 오는 22일 시행되는 2차 개정법률의 후속 대응 방안을 논의했다.

이날 이 지사는 “특례 수 같은 단순 통계보다 도민의 소득 증대와 일자리 창출 등 실제 변화를 이끌어내는 데 집중해야 할 시기”라며 “현장에서 제도가 얼마나 실효 있게 작동하는지 꼼꼼히 살피고 실행계획을 고도화해 달라”고 주문했다.

전북특별자치도는 현재 특례와 연계한 사업화 과제 97건을 추진하고 있다. 63건은 시행 단계에 들어섰고, 2차 개정법률에 담긴 22건을 포함한 34건은 시행을 준비 중이다. 특히 민선 9기 출범 이후에는 생활밀착형 과제에 중점을 두고 있다.

회의에서는 분야별 실적도 보고됐다. 일자리 분야에서는 새만금고용특구에 43개 기업이 입주했고, 구직자 685명을 발굴해 237명을 취업으로 연결했다. 문화산업진흥지구는 연내 지정을 앞두고 200억 원 규모의 펀드 조성이 확정됐으며, 공모에 선정된 글로벌창업이민센터도 운영을 시작했다.

소득 분야에서는 야간관광진흥도시인 부안 격포의 방문객이 전년보다 10% 늘었다. 농생명산업지구에서는 식품·바이오 등 지구별 특화 산업을 육성하면서 남원·익산의 농업진흥지역 해제 협의를 진행하고 있다. 한우 개량 성과 분석에서는 마리당 102만 원의 추가 소득 효과가 확인됐다.

신산업 분야에서는 전북핀테크지원센터가 개소해 7개 기업을 지원하고 있으며, 바이오 분야에서는 듀켐바이오 등 93개사를 유치했다. 전국 최초 동물의약품 규제자유특구로 지정된 익산·정읍에서는 11개 기업과 1,273억 원 규모의 투자협약을 체결했다.

건강·안전 분야에서는 보조율을 높인 재생에너지 주택지원사업이 487개소에서 진행되고 있다. 사람유두종바이러스(HPV) 예방접종 대상을 12세 남아까지 확대해 3,386명이 접종했고, C형간염 항체 검사 지원으로 환자 104명을 조기에 발견해 치료로 연계했다.

이원택 지사는 2차 개정법률 시행과 관련해 “소관 부처와의 협의를 조속히 마무리하고 자치법규 정비와 세부계획 수립으로 법 시행에 대비해야 한다”며 “시행일에 맞춰 더 많은 특례가 실행되도록 미진한 부분을 살펴 달라”고 당부했다.

국가예산 확보도 강조했다. 이 지사는 “특별법에 어렵게 담은 국가의 행·재정적 지원 인정 특례를 제대로 활용하려면 국가예산 사업 발굴과 적극적인 대응이 필요하다”며 “개별 특례 실행에서 더 나아가 대규모 신규 사업을 선제적으로 기획·발굴해 미래 성장동력으로 확장해야 한다”고 말했다.

그러면서 “모든 특례는 결국 도민 행복과 인구 유입, 소득 증가, 경제생태계 변화를 위한 수단”이라며 “현장에서 제도가 제대로 작동하도록 실행력을 높여 달라”고 지시했다.

During the meeting, they shared the major achievements of the special law and discussed follow-up measures for the 2nd amended law scheduled to be implemented on the 22nd.

Governor Lee emphasized during the meeting, "It is a time to focus on leading actual changes such as increasing the income of residents and creating jobs, rather than simple statistics like the number of special cases." He requested, "Carefully examine how well the system is operating on the ground and enhance the execution plans."

Currently, Jeonbuk Special Self-Governing Province is promoting 97 business tasks linked to the special law. 63 tasks have entered the implementation stage, and 34 tasks, including 22 in the 2nd amended law, are in preparation for implementation. Particularly, since the inauguration of the 9th local government, they have been focusing on tasks closely related to residents' daily lives.

Performance reports by sector were also presented during the meeting. In the job sector, 43 companies have moved into the Saemangeum Employment Special Zone, connecting 237 job seekers out of 685 to employment. The Culture Industry Promotion Zone confirmed the establishment of a 20 billion won fund ahead of its designation this year, and the Global Startup Immigration Center, selected through a public offering, has begun operations.

In the income sector, the number of visitors to the nighttime tourism development city of Buan Gyeokpo increased by 10% compared to the previous year. In the Agricultural and Livestock Industry Zone, efforts are being made to foster specialized industries such as food and bio-industries, and discussions are ongoing for the removal of the agricultural promotion areas in Namwon and Iksan. An analysis of the improvement in Hanwoo cattle breeding showed an additional income effect of 1.02 million won per head.

In the new industry sector, the Jeonbuk Fintech Support Center has been established to support seven companies, and in the bio sector, 93 companies, including DuChem Bio, have been attracted. In Iksan and Jeongeup, designated as the nation's first Animal Pharmaceutical Free Economic Zone, agreements worth 127.3 billion won were signed with 11 companies.

In the health and safety sector, the Renewable Energy Housing Support Project, which has increased the subsidy rate, is being implemented in 487 locations. The HPV vaccination target has been expanded to boys up to the age of 12, with 3,386 individuals vaccinated, and early detection of 104 patients through support for hepatitis C antibody testing leading to treatment.

Governor Lee emphasized the need to secure national budget. He stated, "To properly utilize the special exceptions recognized by the national government in the special law, active engagement in national budget project exploration and response is necessary." He added, "Beyond individual special cases, proactive planning and exploration of large-scale new projects should be carried out in preparation for the enforcement of the law for future growth drivers."

He further instructed, "All special cases are ultimately means for the happiness of residents, population influx, income growth, and changes in the economic ecosystem," and urged to "enhance execution power to ensure that the system operates properly on the ground."
