순창군이 고령자와 학생, 장애인, 교통 취약지역 주민 등을 위한 맞춤형 교통복지 정책을 확대하고 있다.

군은 행복콜버스, 마을택시, 농어촌 학생 통학택시, 특별교통수단, 대중교통비 환급사업 등을 통해 군민 이동권 보장과 교통비 부담 완화에 나서고 있다고 밝혔다.

행복콜버스는 복흥·쌍치·구림면 61개 마을을 대상으로 사전예약 방식으로 운영된다. 주민들은 마을회관에서 면 소재지까지 이동할 수 있으며, 지난해에는 4만여 명이 이용했다.

대중교통 이용이 어려운 마을에는 마을택시가 운행된다. 버스 승강장과 거리가 먼 62개 마을 주민이 대상이며, 차량이 없는 주민은 월 4회까지 1,000원의 본인부담금으로 이용할 수 있다.

학생 통학 지원도 이어지고 있다. 순창군은 통학거리가 멀거나 대중교통 이용이 불편한 중·고등학생을 대상으로 통학택시를 운영하고 있으며, 올해 상반기에는 155명이 지원을 받았다.

만 19세 이상 군민을 대상으로 한 K-패스 대중교통비 환급사업도 추진 중이다. 올해부터는 65세 이상 어르신 환급 유형이 신설돼 지원 대상이 확대됐다.

군은 민선 9기 핵심 공약인 농어촌버스 전면 무료화도 검토하고 있다. 관련 제도와 재정 여건 등을 살펴 기존 이동지원 정책과 연계한 교통복지 확대 방안을 마련한다는 계획이다.

최영일 순창군수는 “교통 여건은 군민의 삶의 질을 결정하는 중요한 요소”라며 “교통 사각지대를 해소하고 누구나 편리하게 이용할 수 있는 대중교통 환경을 조성하겠다”고 말했다.

Suncheon County is expanding tailored transportation welfare policies for the elderly, students, people with disabilities, and residents in transportation-vulnerable areas.

The county announced that it is ensuring residents' mobility rights and easing transportation costs through services such as Happy Call Buses, village taxis, rural student commuting taxis, special transportation services, and public transportation fare reimbursement programs.

Happy Call Buses operate on a reservation basis for 61 villages in Bokheung, Ssangchi, and Gurim-myeon. Residents can travel from the village community center to their residential area, and last year, over 40,000 people utilized this service.

Village taxis operate in villages where public transportation access is difficult. Residents of 62 villages with distant bus stops are eligible, and residents without vehicles can use the service up to four times a month with a self-payment of 1,000 won.

Support for student commuting is also ongoing. Suncheon County operates commuting taxis for middle and high school students who have long commuting distances or face inconvenience in using public transportation, with 155 students receiving support in the first half of this year.

The K-Pass public transportation fare reimbursement program, targeting residents over the age of 19, is also being promoted. Starting this year, a new reimbursement category for individuals aged 65 and above has been established, expanding the support base.

The county is also considering making rural buses free of charge, a core promise of the 9th local government administration. Plans include examining related systems, financial conditions, and devising ways to expand transportation welfare in conjunction with existing mobility support policies.

Suncheon County Mayor Choi Young-il stated, "Transportation conditions are a crucial factor determining the quality of life for residents," adding, "We will work to alleviate transportation blind spots and create a public transportation environment that is convenient for everyone to use."
