전북특별자치도의회 전용태 의원은 16일 열린 제430회 임시회 제1차 본회의 5분 자유발언에서 전통시장 자율소방대 지원 강화와 첨단기술을 활용한 화재예방체계 구축을 촉구했다.

전 의원은 전통시장이 지역경제의 중심이자 상인들의 생업 터전이지만, 점포 밀집도와 좁은 통로 등으로 화재 발생 시 대형 피해로 이어질 가능성이 높다고 지적했다.

그는 소방청 자료를 인용해 2019년부터 2023년까지 전국 전통시장과 재래시장에서 289건의 화재가 발생했고, 약 830억 원의 재산피해가 났다고 밝혔다.

전북에는 59개 전통시장이 있으며, 4,866개 점포와 4,818명의 상인이 생업에 종사하고 있다. 이 가운데 50개 시장에서는 자율소방대가 활동하고 있고, 나머지 9개 시장은 의용소방대가 안전관리를 맡고 있다.

전 의원은 자율소방대가 화재 예방 순찰, 위험요인 점검, 초기 화재 대응 등 현장 안전관리의 최일선에서 활동하고 있지만, 운영물품 지원 예산 등 실질적인 지원은 부족하다고 주장했다.

이에 자율소방대 운영물품 지원 예산 확보, 비상소화장치 사용법과 초기 화재 대응·심폐소생술 등 정기 교육훈련 제도화, AI 기반 화재순찰 로봇 등 첨단 화재예방 시스템 시범 도입, 관할 소방서와 자율소방대 간 현장점검 체계 구축을 제안했다.

전 의원은 “화재는 예방이 최선이며 초기 대응이 피해를 최소화하는 가장 효과적인 방법”이라며 “전통시장 자율소방대에 대한 실질적인 지원과 현장 중심의 예방체계를 함께 구축해야 한다”고 말했다.

Assemblyman Jeon Yong-tae of Jeonbuk Special Self-Governing Province urged for strengthening support for traditional market autonomous fire brigades and establishing a fire prevention system utilizing advanced technology during a 5-minute free speech at the first plenary session of the 430th extraordinary session held on the 16th.

Assemblyman Jeon pointed out that traditional markets are the center of the local economy and the livelihood of merchants, but due to the density of stores and narrow passages, there is a high risk of large-scale damage in case of a fire.

Citing data from the Fire Department, he revealed that from 2019 to 2023, 289 fires occurred in traditional and local markets nationwide, resulting in approximately 83 billion Korean won in property damage.

There are 59 traditional markets in Jeonbuk with 4,866 stores and 4,818 merchants. Among them, 50 markets have autonomous fire brigades in operation, while the remaining 9 markets are managed by auxiliary fire brigades for safety.

Assemblyman Jeon argued that although autonomous fire brigades are at the forefront of on-site safety management, carrying out tasks such as fire prevention patrols, hazard inspections, and initial fire response, they lack substantial support in terms of operational supplies and budget.

To address this, he proposed securing a budget for operational supplies for autonomous fire brigades, institutionalizing regular education and training on the use of emergency firefighting equipment, initial fire response, and CPR, introducing pilot programs for advanced fire prevention systems such as AI-based fire patrol robots, and establishing an on-site inspection system between local fire departments and autonomous fire brigades.

Assemblyman Jeon emphasized that "prevention is the best way to deal with fires, and early response is the most effective way to minimize damage," stating that "substantial support for traditional market autonomous fire brigades and the establishment of an on-site focused prevention system should be built together."
