22대 국회 1호 법안 '교통약자이동권보장법' 제정 촉구…전북 장애인단체, '차별버스 OUT' 4차 행동

전북지역 장애인단체들이 교통약자의 이동권 보장을 위한 법 제정을 촉구하며 거리 행동에 나섰다.

전북장애인차별철폐연대와 전국장애인이동권연대 전북지부는 지난 24일 오후 2시 전주시청 옆 대우빌딩 앞 버스정류장에서 '교통약자이동권보장법 제정을 위한 차별버스 OUT 전북행동(4차)'을 개최하고, 22대 국회에서 계류 중인 '교통약자이동권보장법'의 조속한 제정을 촉구했다.

이날 참가자들은 "장애인의 이동권은 단순한 교통 문제가 아니라 교육과 노동, 문화, 의료 등 모든 사회활동을 가능하게 하는 기본권"이라며 "국회가 더 이상 법안 처리를 미뤄서는 안 된다"고 주장했다.

현재 국회에는 서미화 의원(더불어민주당)이 대표 발의한 '교통약자이동편의증진법 전부개정법률안(교통약자이동권보장법)'이 계류 중이다. 개정안에는 저상버스 도입 의무 확대와 특별교통수단(장애인콜택시) 운영비에 대한 국가 지원 근거 마련 등 장애인의 실질적인 이동권 보장을 위한 내용이 담겨 있다.

전북장차연은 지난 3월 전북도청 앞 버스정류장에서 1차 '차별버스 OUT' 행동을 진행하고, 국회 국토교통위원회 소속 의원들에게 법안 처리를 촉구하는 문자 행동도 펼쳤지만 현재까지 법안 심의가 본격적으로 이뤄지지 않고 있다고 지적했다. 이에 따라 국회가 조속히 법안 심의에 착수할 것을 요구하며 네 번째 행동을 이어갔다.

단체는 전북지역의 저상버스 보급률이 전국 평균에도 미치지 못하는 현실도 비판했다. 2024년 교통약자 이동편의 실태조사에 따르면 전북특별자치도의 저상버스 도입률은 31%에 그쳤다. 또한 저상버스 도입이 면제되는 예외노선 비율은 전국 평균 11%인 반면 전북은 31.6%로 전국 평균의 3배에 달하는 것으로 나타났다.

이들은 "2008년부터 저상버스 확대를 요구하며 버스타기 투쟁을 벌여왔지만 20년 가까운 시간이 흐른 지금도 이동권 현실은 크게 달라지지 않았다"며 "예외노선에 대한 개선계획과 예산이 제대로 마련되지 않아 장애인의 이동권이 계속 제한되고 있다"고 주장했다.

이어 "예외노선에 대한 유예기간을 명시하고 단계적인 저상버스 도입 계획을 수립해 모든 시민이 차별 없이 대중교통을 이용할 수 있도록 해야 한다"며 정부와 지방자치단체의 적극적인 대책 마련을 촉구했다.

참가자들은 "장애인을 배제하는 차별적인 교통체계를 더 이상 방치해서는 안 된다"며 "교통약자이동권보장법이 이번 국회 회기 안에 통과될 때까지 '차별버스 OUT' 행동을 멈추지 않을 것"이라고 밝혔다.

Disability organizations in Jeonbuk region have taken to the streets urging for the enactment of a law to guarantee the mobility rights of transportation-disadvantaged individuals.

The Jeonbuk Alliance for the Elimination of Disability Discrimination and the Jeonbuk branch of the National Disability Mobility Rights Alliance held the 'Discriminatory Bus OUT Jeonbuk Action (4th round)' on the afternoon of the 24th in front of the Daewoo Building next to Jeonju City Hall at 2 p.m. They called for the prompt enactment of the 'Transportation-Disadvantaged Mobility Rights Guarantee Law,' which is pending in the 22nd National Assembly.

Participants on that day stated, "The mobility rights of people with disabilities are not just a transportation issue, but a fundamental right that enables all social activities including education, work, culture, and healthcare," and argued, "The National Assembly should no longer delay the processing of the bill."

Currently, a bill proposed by Representative Seo Mi-hwa (Democratic Party) titled 'Comprehensive Amendment Act on the Promotion of Transportation-Disadvantaged Mobility (Transportation-Disadvantaged Mobility Rights Guarantee Law)' is pending in the National Assembly. The amendment includes provisions for mandatory expansion of low-floor buses and establishing national support for operating special transportation services (disability call taxis) to ensure the practical mobility rights of people with disabilities.

The Jeonbuk Alliance previously conducted the first 'Discriminatory Bus OUT' action in front of the Jeonbuk Provincial Office bus stop in March, and also engaged in letter campaigns urging the processing of the bill to members of the National Assembly's Land, Infrastructure, and Transport Committee. However, they pointed out that the bill has not been thoroughly discussed yet. Therefore, they demanded that the National Assembly promptly begin deliberations on the bill and continued their fourth action.

The organizations also criticized the reality that the distribution rate of low-floor buses in Jeonbuk region falls below the national average. According to a 2024 survey on the state of transportation-disadvantaged mobility, the introduction rate of low-floor buses in Jeonbuk Special Self-Governing Province was only 31%. Furthermore, the rate of exceptions for routes exempt from low-floor bus introduction in Jeonbuk was 31.6%, three times higher than the national average of 11%.

They stated, "Despite demanding the expansion of low-floor buses since 2008 and engaging in bus-riding struggles, the reality of mobility rights has not significantly improved even after nearly 20 years," and argued, "Due to the lack of proper improvement plans and budgets for exception routes, the mobility rights of people with disabilities continue to be restricted."

They further emphasized, "It is necessary to specify a grace period for exception routes and establish a gradual plan for the introduction of low-floor buses so that all citizens can use public transportation without discrimination," urging the government and local authorities to actively devise measures.

Participants declared, "We must not tolerate a discriminatory transportation system that excludes people with disabilities any longer," and stated, "We will not stop the 'Discriminatory Bus OUT' action until the Transportation-Disadvantaged Mobility Rights Guarantee Law is passed in this session of the National Assembly."
