정은경 장관을 비롯한 보건복지부 관계자들이 통합돌봄 선도도시인 전주를 찾아 장애인 지역사회 자립을 위한 현장의 목소리에 귀를 기울였다.

전주시는 24일 정은경 보건복지부 장관이 시청 4층 회의실에서 열린 ‘장애인 지역사회 자립지원 시범사업 및 통합돌봄 간담회’에 참석해 사업 운영 현황을 확인하고 현장의 목소리를 청취했다고 밝혔다.

‘장애인 지역사회 자립지원 시범사업’은 장애인의 주거 결정권과 지역사회 내 거주 권리를 위해 자립을 희망하는 장애인에게 지역사회 내 독립생활 가능한 주거, 고용, 복지서비스 등 통합적 자립지원 서비스를 연계해 장애인의 자립을 돕는 사업이다.

시는 지난 2022년 보건복지부로부터 시범사업 지역으로 선정된 이후 장애인의 주거 결정권과 지역사회 내 거주 권리 보장을 위해 주거·고용·복지서비스를 통합적으로 지원해 왔다.

사업 시행 이후 현재까지 총 35명의 장애인이 자립에 성공했으며, 사업을 수행하는 사단법인 전북특별자치도중증장애인자립생활연대(대표 강현석)는 지난 2023년 보건복지부 장관 표장을 수상했다. 또, 시는 지난 2024년 장애인 지역사회 자립지원 시범사업 최우수 평가를 받으며 사업의 내실을 인정받기도 했다.

정은경 보건복지부 장관은 간담회 이후에는 평화동 자립지원주택을 직접 방문해 자립에 성공한 장애인 가정의 의견을 경청하기도 했다.

이와 관련 시는 올해 전국적으로 시행되는 통합돌봄 확대 기조에 발맞춰 기존 노인 중심의 통합돌봄에서 장애인 통합돌봄까지 확대해 운영하는 등 지역사회 기반의 종합적 돌봄 체계 강화에 힘쓰고 있다.

조지훈 전주시장은 “장애인의 자립은 단순한 복지 지원을 넘어 지역사회 구성원으로서 당당히 살아갈 수 있는 권리를 보장하는 일”이라며 “전주시는 앞으로도 주거, 의료, 돌봄 등 다양한 분야를 아우르는 종합적 지원 체계를 마련할 수 있도록 노력하겠다”고 말했다.

On the 24th, Jeonju City announced that Minister Jeong Eun-kyeong of the Ministry of Health and Welfare attended the "Pilot Project for Supporting the Independence of Disabled Individuals in the Local Community and Integrated Care Meeting" held in the 4th-floor conference room of the city hall to review the operation status of the project and listen to the voices from the field.

The "Pilot Project for Supporting the Independence of Disabled Individuals in the Local Community" is a project that supports the independence of disabled individuals who aspire to live independently in the local community by providing integrated support services such as independent living, employment, and welfare services within the community.

Since being selected as a pilot project area by the Ministry of Health and Welfare in 2022, the city has been providing integrated support for housing, employment, and welfare services to ensure the housing decision-making rights and the right to reside in the local community for disabled individuals.

As a result of the project implementation, a total of 35 disabled individuals have succeeded in achieving independence so far. The corporation responsible for implementing the project, Jeonbuk Special Self-Reliant Living Association for Severe Disabilities (Representative Kang Hyeon-seok), received an award from the Minister of Health and Welfare in 2023. Furthermore, the city received the highest evaluation for the Pilot Project for Supporting the Independence of Disabled Individuals in the Local Community in 2024, recognizing the substantial achievements of the project.

Minister Jeong Eun-kyeong also visited the Pyeonghwa-dong Independent Support Housing after the meeting to listen to the opinions of disabled individuals who have succeeded in living independently.

In line with the nationwide expansion of integrated care this year, the city is making efforts to strengthen a comprehensive care system based on the local community by expanding the operation from elderly-centered integrated care to integrated care for disabled individuals.

Mayor Jo Geun-hoon stated, "Ensuring the independence of disabled individuals is not just about providing welfare support but guaranteeing the right to live confidently as members of the local community," and added, "Jeonju City will continue to strive to establish a comprehensive support system encompassing various fields such as housing, healthcare, and care."
