전북특별자치도는 등록장애인의 디지털 복지서비스 접근성을 높이고 일상 속 이용 편의를 강화하기 위해 모바일 장애인등록증 발급과 이용 활성화에 나선다고 27일 밝혔다.

모바일 장애인등록증은 스마트폰에 전자적으로 저장해 사용하는 디지털 신분증으로, 온라인과 오프라인에서 장애인 자격과 신원을 간편하게 확인할 수 있는 서비스다. 실물 장애인등록증을 별도로 소지하지 않아도 돼 등록장애인의 편의성을 높이고 디지털 기반의 복지서비스 이용 확대에도 도움이 될 것으로 기대된다.

발급 대상은 14세 이상 등록장애인 가운데 희망하는 사람이다. 다만 14세 이상 18세 미만 등록장애인과 지적·자폐성·정신장애인은 법정대리인 또는 보호자의 동의가 필요하다.

발급을 희망하는 등록장애인은 신분증과 본인 명의 스마트폰을 지참해 가까운 읍·면·동 행정복지센터를 방문하면 무료로 신청할 수 있다. 현재 얼굴과 달라 본인 확인이 어려운 경우에는 증명사진을 추가로 준비해야 하며, 모바일 장애인등록증의 유효기간은 3년이다.

전북특별자치도는 모바일 장애인등록증 발급을 통해 등록장애인의 복지서비스 접근성과 이용 편의를 높이는 한편, 디지털 기반의 행정서비스 이용 환경도 지속적으로 확대해 나갈 계획이다.

On the 27th, Jeonbuk Special Self-Governing Province announced that it would issue and promote the use of mobile disability registration cards to enhance the accessibility of digital welfare services for registered persons with disabilities and improve convenience in their daily lives.

The mobile disability registration card is a digital identification card stored electronically on a smartphone, allowing for easy verification of disability status and identity online and offline. It is expected to increase the convenience for registered persons with disabilities by eliminating the need to carry a physical disability registration card and facilitate the expansion of digital-based welfare services.

The target recipients for issuance are individuals aged 14 and above who are registered persons with disabilities and wish to obtain the card. However, for registered persons with disabilities aged 14 to under 18, as well as those with intellectual, developmental, or mental disabilities, the consent of a legal guardian or caregiver is required.

Registered persons with disabilities who wish to obtain the card can apply for it free of charge by visiting their nearest town or district administrative welfare center with their identification card and their own smartphone. In cases where facial recognition is difficult due to changes in appearance, an additional identification photo must be provided, and the validity period of the mobile disability registration card is three years.

Jeonbuk Special Self-Governing Province plans to not only enhance the accessibility and convenience of welfare services for registered persons with disabilities through the issuance of mobile disability registration cards but also continuously expand the environment for using digital-based administrative services.
