학대 피해를 입은 장애인의 보호와 자립을 책임지는 피해장애인쉼터에 정부 운영비가 여전히 전무한 가운데, 전국 쉼터 현장 종사자들과 국회가 예산 현실화를 요구하고 나섰다.

조국혁신당 김선민 국회의원은 11월 6일 국회 소통관에서 기자회견을 열고 “역대 최대 복지 예산이라지만, 장애인 학대 피해자를 보호하는 쉼터 운영비는 단 한 푼도 배정받지 못했다”며 “장애인의 생명과 안전이 예산으로 증명돼야 한다”고 밝혔다.

내년도 정부안에 따르면, 학대피해장애인쉼터 관련 예산은 올해 17억 2,500만 원에서 6,000만 원 늘어난 17억 8,500만 원으로 편성됐다. 그러나 해당 금액은 모두 인건비성 경비로 제한돼 쉼터 운영비, 프로그램, 자립 지원 등은 전혀 반영되지 않았다.

기자회견에 참석한 쉼터 관계자들은 지역별 재정 여건에 따라 운영 예산과 서비스 제공에 큰 차이가 발생한다고 꼬집었다. 부산, 제주, 서울 등 주요 도시뿐 아니라 전북 지역도 예외가 아니며, 국고보조율은 오히려 역대 최저를 기록한 상황이다.

부산 도담 쉼터, 제주 피해장애인쉼터 등 현장 종사자들은 “지자체별 예산 차이가 곧 서비스 질 차이로 이어진다. 학대장애인 지원은 지역의 재정에 따라 달라질 일이 아니라 국가가 책임져야 할 사무”라고 강조했다.

전북은 지금까지 시설확충·남녀 공간 분리·자립 지원 프로그램 등 필수 사업 추진에 큰 제약을 받고 있는 실정이다. 법적으로 남녀 분리 운영이 의무임에도 예산은 여전히 여성전용 단일시설 기준에 묶여 있어 현실을 반영하지 못하고 있다는 지적도 잇따랐다. 전국 쉼터 19곳 중 남녀 분리 운영은 13곳에 불과하며, 전북도 내년 부터 시설 마련을 위해 예산 확보가 진행중이며 분리에 따른 시설 종사자 인원증원은 이뤄지지 못한 것으로 알려졌다.

김선민 의원은 “현장에서는 남녀 분리 운영, 전문 인력 확충, 자립 프로그램 확대가 시급하다. 정부는 실효성 있는 예산 지원책을 마련해야 한다”고 말했다.

이날 기자회견에는 제주, 부산, 서울, 세종 등 전국 쉼터 종사자들이 참석해 열악한 현장 현실을 알리고, 일선에서 고군분투하는 전북 쉼터도 예외 없이 국가 차원의 적극적 지원이 필요하다고 입을 모았다.

As the government continues to provide no operating budget to the shelters for disabled individuals who have suffered abuse, staff members at shelters nationwide and members of the National Assembly have demanded budget realization.

On November 6, Representative Kim Sun-min of the Innovation Party held a press conference at the National Assembly, stating, "Despite being the largest welfare budget ever, shelters for protecting disabled abuse victims have not received a single penny in operating funds," and emphasized, "The lives and safety of disabled individuals should be proven through budget allocation."

According to the government's budget plan for next year, the budget related to shelters for abused disabled individuals has been increased from 172.5 million won this year to 178.5 million won, with an additional 60 million won. However, this amount is entirely restricted to personnel expenses, and operating expenses, programs, and support for independence are not reflected at all.

Staff members at the press conference pointed out that there are significant differences in operating budgets and service provision based on the financial conditions of each region. Not only major cities such as Busan, Jeju, and Seoul, but also Jeonbuk Province are not exceptions, and the national subsidy rate has reached a record low.

Staff members at shelters such as Dodam Shelter in Busan and Jeju Shelter for Abused Disabled Individuals stated, "Regional budget differences directly lead to differences in service quality. Support for abused disabled individuals should not vary depending on the region's finances, but should be a matter that the country takes responsibility for."

Jeonbuk Province has been facing significant constraints in essential projects such as facility expansion, gender-segregated spaces, and support programs for independence. Despite the legal obligation for gender-segregated operations, the budget is still tied to the standard of single facilities for women only, failing to reflect the reality. Out of the 19 shelters nationwide, only 13 operate with gender segregation, and Jeonbuk Province is currently in the process of securing a budget for facility establishment starting next year, with no increase in staff members due to segregation.

Representative Kim Sun-min stated, "Gender-segregated operations, recruitment of specialized personnel, and expansion of independence programs are urgently needed on-site. The government must establish effective budget support measures."

At the press conference, staff members from shelters nationwide, including Jeju, Busan, Seoul, and Sejong, highlighted the dire on-site realities and emphasized the need for proactive national support, without exceptions for Jeonbuk Shelter, which is struggling on the front lines.
