전북특별자치도가 장애인이 지역사회에서 존엄하게 살아갈 수 있도록 일자리와 돌봄, 자립생활 지원을 대폭 확대한다.

도는 올해 장애 유형과 정도에 맞춘 공공일자리를 2,217명 규모로 운영한다. 일반형 633명, 복지형 1,245명, 특화형 161명, 최중증 178명으로 전년보다 131명 늘었다. 일상생활을 지원하는 활동지원 서비스 대상도 5,986명으로 621명 확대됐으며, 지원 단가는 시간당 1만 6,620원에서 1만 7,270원으로 인상됐다. 저소득 장애인 의료비 지원 예산은 91억 원으로 확대됐고, 원광대병원에서는 장애인 의료 접근성 향상을 위한 이용 편의 지원사업이 추진된다.

발달장애인에 대한 국가 책임도 강화된다. 성인 발달장애인 주간활동서비스는 940명으로 250명 늘어나고, 발달재활서비스 지원 대상은 4,734명으로 524명 확대된다. 전북 지역장애아동지원센터가 새롭게 설치돼 5억 8,400만 원 규모로 운영되며, 보호자 돌봄·휴식지원 인원은 807명으로 늘어나고 지원 단가도 월 20만 원에서 30만 원으로 인상된다. 최중증 발달장애인을 위한 24시간 돌봄기관 운영 지원도 확대된다.

시설이 아닌 지역사회에서의 자립생활 기반도 강화된다. 자립생활 기반시설은 7개소로 확대되고 운영비는 2억 5,000만 원으로 증액된다. 지역사회 자립지원 대상자는 104명으로 늘어난다. 익산에서는 장애인 자기결정권 강화를 위한 개인예산제가 37명을 대상으로 새롭게 시행된다. 피해장애인 쉼터 지원 예산도 9,600만 원으로 증액돼 권익옹호 체계가 한층 강화된다.

전북자치도는 장애인이 지금 사는 곳에서 스스로 삶을 설계하고 지역사회에 안착할 수 있도록 촘촘한 지원망을 구축해 나간다는 방침이다.

Jeollabuk Special Self-Governing Province is significantly expanding job opportunities, care services, and support for independent living to enable people with disabilities to live with dignity in the local community.

This year, the province will operate public jobs tailored to the type and severity of disabilities for 2,217 individuals. This includes 633 individuals in general jobs, 1,245 in welfare-oriented jobs, 161 in specialized jobs, and 178 with severe disabilities, an increase of 131 from the previous year. The number of individuals receiving activity support services for daily living has also increased by 621 to 5,986, with the support rate rising from 16,620 won per hour to 17,270 won. The budget for medical expenses for low-income individuals with disabilities has been expanded to 91 billion won, and Wonkwang University Hospital is implementing convenience support services to enhance medical accessibility for people with disabilities.

National responsibility for individuals with developmental disabilities is also being strengthened. The number of adults receiving daytime activity services for developmental disabilities has increased by 250 to 940, and the recipients of developmental rehabilitation services have expanded by 524 to 4,734. A new Jeollabuk Regional Center for Supporting Children with Disabilities has been established and will operate with a budget of 58.4 million won, with the number of caregivers receiving respite support increasing to 807, and the support rate rising from 20,000 won to 30,000 won per month. Support for 24-hour care facilities for individuals with severe developmental disabilities is also being expanded.

Furthermore, the foundation for independent living in the local community, rather than in facilities, is being strengthened. The number of independent living facilities has increased to seven, with operating expenses rising to 250 million won. The number of individuals receiving support for independent living in the local community has increased to 104. In Iksan, a new personal budget system for enhancing the self-determination of individuals with disabilities is being implemented for 37 individuals. The budget for supporting shelters for victims with disabilities has also increased to 96 million won, further enhancing the advocacy system.

Jeollabuk Province aims to establish a dense support network to help individuals with disabilities design their own lives where they currently reside and integrate into the local community.
