무주군이 18일부터 ‘무주형 기본소득’ 지급을 시작했다.

무주형 기본소득은 무주군에 주소를 두고 실제 거주하는 모든 주민에게 1인당 반기별 40만 원, 연간 80만 원을 지급하는 제도다. 군은 오는 20일까지 무주사랑상품권 모바일형과 카드형으로 지급을 마칠 계획이다.

무주군에 따르면 지난 2월 23일부터 이달 6일까지 진행된 집중 신청 기간 동안 지급 대상자의 95%인 2만1725명이 신청을 완료했으며, 상반기에만 총 86억9000만 원이 지급될 예정이다.

지급된 무주사랑상품권은 3월 20일부터 90일 이내에 사용해야 하며, 기한이 지나면 자동 소멸된다. 상품권은 무주군 6개 읍면의 소상공인 점포와 전통시장 등 가맹점에서 사용할 수 있다.

노창환 부군수는 “무주형 기본소득은 군민에게는 생활의 여유를, 지역에는 활력을 불어넣는 사회보장제도”라며 “2028년 확대 시행될 농어촌 기본소득 지원사업에 대비하고, 무주형 기본사회로 나아가는 기반을 마련하겠다”고 말했다.

무주형 기본소득은 무주군이 군 단위 지방정부 가운데 처음으로 순수 군비만 투입해 시행하는 사업이다. 재원은 2025년 공모한 농어촌 기본소득 시범사업 예산 184억 원이다.

무주군은 주민 설문조사와 기본소득위원회, 군의회 협의, 보건복지부 사회보장제도 신설 협의 등을 거쳐 지급 대상과 방식, 지급액 등을 마련했으며, 앞으로 ‘무주다운 무주, 행복한 군민’을 실현하는 농촌형 기본소득 선도 모델로 발전시켜 나갈 방침이다.

Muju-style basic income is a system that provides each resident who actually resides in Muju County with 400,000 won per person every six months, totaling 800,000 won annually. The county plans to complete the distribution in the form of Muju Love Gift Vouchers in mobile and card formats by the 20th.

According to Muju County, during the concentrated application period from February 23 to March 6, 95% of the beneficiaries, totaling 21,725 people, completed their applications. A total of 8.69 billion won is expected to be distributed in the first half of the year.

The distributed Muju Love Gift Vouchers must be used within 90 days starting from March 20, and they will expire automatically after the deadline. These vouchers can be used at small businesses in the six towns and traditional markets in Muju County.

County Mayor No Chang-hwan stated, "Muju-style basic income is a social security system that provides residents with a sense of ease in their lives and injects vitality into the region," adding, "We will establish the foundation for transitioning to a Muju-style basic society in preparation for the expansion of rural basic income support projects to be implemented in 2028."

Muju-style basic income is a project implemented by Muju County as the first local government unit to solely invest county funds. The budget is 18.4 billion won from the rural basic income pilot project funds announced in 2025.

Muju County has determined the beneficiaries, distribution methods, and amounts through resident surveys, the Basic Income Committee, county council discussions, and consultations on the establishment of social security systems by the Ministry of Health and Welfare. The county plans to develop into a leading model of rural basic income, aiming to achieve 'Muju-like Muju, happy residents' in the future.
