전북지역 장애인단체들이 교통약자의 이동권 보장을 촉구하며 행동에 나선다.

전북장애인차별철폐연대와 전국장애인이동권연대 전북지부는 30일 오전 11시 전북도청 앞 버스정류장에서 ‘교통약자이동권보장법’ 제정을 촉구하는 기자회견을 개최한다고 밝혔다.

이날 기자회견은 ‘22대 국회 1호 법안으로 교통약자이동권보장법을 즉시 제정하라’는 구호 아래 진행되며, 동시에 ‘차별버스 OUT 전북행동’ 돌입을 선포하는 자리이기도 하다. 주최 측은 장애인 이동권을 제약하는 현실을 알리고 국회와 지자체의 책임 있는 대응을 요구할 계획이다.

전북장애인차별철폐연대와 이동권연대 전북지부는 장애인 차별 철폐와 이동권 보장을 위해 전북 지역 장애인단체들이 결성한 연대체다. 이들은 “장애인이 지역사회에서 동등한 시민으로 살아가기 위해 이동권은 필수적인 기본권”이라고 강조했다.

현재 국회에는 더불어민주당 서미화 의원이 대표 발의한 ‘교통약자 이동편의 증진법 전부개정안(교통약자이동권보장법)’이 계류 중이다. 해당 법안에는 저상버스 도입 의무 확대와 장애인 콜택시 등 특별교통수단 운영비에 대한 국비 지원 등의 내용이 담겨 있다.

그러나 국토교통위원회에서 관련 논의가 지연되면서 법안 처리가 이뤄지지 않고 있는 상황이다. 단체 측은 “이 법은 찬반의 문제가 아닌 국가가 당연히 보장해야 할 기본권”이라며 조속한 입법을 촉구했다.

특히 전라북도의 저상버스 도입률은 2024년 기준 31%로 전국 평균에도 미치지 못하는 것으로 나타났다. 단체들은 “2008년 저상버스 확대를 요구하며 투쟁에 나선 이후 20년에 가까운 시간이 지났지만 여전히 개선이 더디다”고 지적했다.

Disability organizations in Jeonbuk region are taking action to urge for the guarantee of the mobility rights of transportation disadvantaged individuals.

The Jeonbuk Alliance for the Abolition of Disability Discrimination and the Jeonbuk branch of the National Alliance for the Mobility Rights of the Disabled announced that they will hold a press conference in front of the Jeonbuk Provincial Government building at 11 a.m. on the 30th to demand the enactment of the 'Transportation Disadvantaged Mobility Rights Guarantee Act'.

The press conference on that day will be held under the slogan 'Enact the Transportation Disadvantaged Mobility Rights Guarantee Act as the 1st bill of the 22nd National Assembly', and it will also mark the declaration of the 'Discrimination-Free Bus OUT Jeonbuk Action'. The organizers plan to raise awareness about the constraints on the mobility rights of persons with disabilities and demand responsible responses from the National Assembly and local governments.

The Jeonbuk Alliance for the Abolition of Disability Discrimination and the Mobility Rights Alliance Jeonbuk branch is a coalition formed by disability organizations in the Jeonbuk region to abolish disability discrimination and ensure mobility rights. They emphasized that "mobility rights are essential basic rights for people with disabilities to live as equal citizens in the local community."

Currently, a bill proposed by Representative Seo Mi-hwa of the Democratic Party, the 'Comprehensive Amendment to the Act on the Promotion of Mobility Convenience for Transportation Disadvantaged (Transportation Disadvantaged Mobility Rights Guarantee Act)', is pending in the National Assembly. The bill includes provisions such as mandatory expansion of low-floor buses and national support for operating expenses of special transportation means for persons with disabilities like call taxis.

However, discussions in the National Assembly's Land, Infrastructure and Transport Committee have been delayed, leading to a stagnation in the bill's progress. The organizations emphasized that this law is not a matter of debate but a basic right that the country should naturally guarantee, urging for swift legislation.

In particular, the low-floor bus introduction rate in Jeollabuk-do stood at 31% as of 2024, which falls short of the national average. The organizations pointed out, "Despite the struggle that began in 2008 demanding the expansion of low-floor buses, nearly 20 years have passed, and improvements are still slow."
