전북지역 장애인단체와 시민사회단체가 참여한 ‘2026 전북지방선거장애인차별철폐연대’가 2일 공식 출범하며 장애인 권리 보장을 위한 정책 요구를 제시했다.

연대는 4월 2일 오후 2시 전북특별자치도청 현관 앞에서 출범 기자회견을 열고, 제9회 지방선거를 앞두고 전북지역 장애인 정책의 근본적 전환을 촉구했다.

이날 기자회견은 ‘시설 보호, 가족 부양을 넘어! 발달장애인도, 중증장애인도, 지역사회에서 사람답게 살아가는 전북!’을 슬로건으로 진행됐다. 참가자들은 장애인을 시혜와 동정의 대상으로 보는 기존 정책에서 벗어나, 지역사회에서 함께 살아갈 수 있는 권리 중심 정책으로의 전환이 필요하다고 강조했다.

연대는 제46회 장애인의 날과 지방선거 시기를 맞아 결성된 선거 대응 기구로, 전북지역 장애인단체와 시민사회단체가 참여하고 있다. 유승권 대표직무대행과 김은진 공동대표는 “장애인에 대한 시설 수용과 가족에게 책임을 전가하는 구조가 반복되며 사회적 문제가 지속되고 있다”고 지적했다.

또한 한국이 유엔 장애인권리협약을 비준한 국가임을 언급하며, “지방선거에 참여하는 모든 정당과 후보자는 장애인의 인권 보장과 자립생활, 사회통합을 위한 정책을 마련하고 이행할 책임이 있다”고 밝혔다.

하지만 현실은 여전히 미흡하다는 지적이다. 연대는 장애인의 이동, 교육, 노동 등 일상 전반에서 차별과 분리가 지속되고 있으며, 특히 전북지역에서는 장애인 거주시설 내 인권침해와 학대 사건이 반복되고 있다고 강조했다.

이어 “탈시설은 인간의 기본 권리임에도 불구하고 이를 지원하는 정책과 제도는 턱없이 부족하다”며 “장애인이 지역사회에서 독립적으로 살아갈 수 있는 기반 마련이 시급하다”고 주장했다.

이날 연대는 전북특별자치도지사 출마 예정자와 기초자치단체장, 교육감 후보자들을 대상으로 「제9회 지방선거 전북지역 장애인 권리보장 정책요구안」을 전달했다.

정책요구안에는 ▲누구도 배제하지 않는 지역사회로의 전환 ▲이동권·교육권·노동권·탈시설·자립생활·건강권 보장 ▲장애인과 가족이 안심하고 살아갈 수 있는 환경 조성 등 8개 분야 33개 과제가 담겼다.

연대는 “이번 지방선거가 장애인 정책의 전환점이 되어야 한다”며 “모든 후보자들이 정책요구안을 적극 수용하고 실질적인 변화로 이어가야 한다”고 촉구했다.

Local disability organizations and civil society groups in Jeonbuk have officially launched the 'Jeonbuk Local Election Disability Discrimination Abolition Alliance for 2026' on the 2nd, presenting policy demands to ensure the rights of people with disabilities.

The alliance held a press conference in front of the Jeonbuk Special Self-Governing Province Hall at 2 p.m. on April 2, urging for a fundamental shift in disability policies in Jeonbuk ahead of the 9th local elections.

Under the slogan 'Beyond Facility Protection, Family Care! People with Developmental Disabilities, Severe Disabilities Living Dignified Lives in Jeonbuk!', participants emphasized the need to move away from existing policies that view people with disabilities as objects of pity and sympathy, towards rights-based policies that enable them to live together in the community.

Formed in conjunction with the 46th Disability Day and the local election period, the alliance includes participation from local disability organizations and civil society groups. Yoo Seung-kwon, acting representative, and Kim Eun-jin, co-representative, pointed out that the repeated structure of accommodating people with disabilities in facilities and shifting responsibility to families is perpetuating social issues.

They also mentioned that South Korea is a signatory to the UN Convention on the Rights of Persons with Disabilities, stating that all political parties and candidates participating in the local elections have a responsibility to establish and implement policies ensuring the rights, independent living, and social integration of people with disabilities.

However, criticisms remain that the reality is still lacking. The alliance highlighted that discrimination and segregation persist in various aspects of daily life for people with disabilities, including mobility, education, and employment, and emphasized that incidents of human rights violations and abuse occur repeatedly in disability residential facilities in Jeonbuk.

They argued that despite the right to independent living being a basic human right, policies and systems supporting this are severely lacking, stressing the urgent need to establish a foundation for people with disabilities to live independently in the community.

On this day, the alliance presented the 'Jeonbuk Local Election Disability Rights Policy Demands' to the expected candidates for the Jeonbuk Special Self-Governing Province Governor, local government heads, and education superintendent candidates.

The policy demands include 33 tasks in 8 areas, such as ▲transition to an inclusive community for everyone ▲guaranteeing the right to mobility, education, employment, independent living, and health ▲creating an environment where people with disabilities and their families can live securely.

The alliance urged that this local election should be a turning point for disability policies, calling on all candidates to actively embrace the policy demands and lead to substantial changes.
