전북특별자치도는 최중증 발달장애인 통합돌봄 수행기관 선정을 위해 오는 4월 22일까지 재공모를 실시한다. 접수는 4월 23일부터 24일까지 진행되며, 총 2개 기관을 선정할 계획이다.

이번 재공모는 자해·타해 등 도전적 행동으로 기존 돌봄서비스 이용이 어려운 최중증 발달장애인을 대상으로, 안정적인 돌봄체계 구축을 위해 추진된다.

해당 사업은 이용자 1명당 전담 인력 1명을 배치하는 24시간 1:1 맞춤형 돌봄으로, 낮 활동과 주거, 야간 돌봄을 연계해 제공한다. 서비스는 주간(09:00~17:00)과 야간(17:00~익일 09:00)으로 운영된다.

사업 규모는 총 15억 6,700만 원(국비 50%, 도비 50%)이며, 이용자 1인 기준 연간 약 1억 5,000만 원 수준의 운영비가 지원된다. 신청 대상은 관련 시설과 전문 인력을 갖춘 공공기관 및 비영리법인이다.
현재 도는 수행기관 1개소를 통해 서비스를 운영 중이며, 최중증 발달장애인 9명이 이용하고 있다. 보호자의 돌봄 부담을 줄이고 이용자의 일상생활 안정에 기여하는 사업으로 평가받고 있다.

도내 발달장애인은 1만 4,504명으로 전체 등록장애인의 약 11%를 차지하며, 지속적인 돌봄이 필요한 대상자도 상당수다.

서비스 이용을 희망하는 대상자는 거주지 읍면동 행정복지센터 또는 전북특별자치도 발달장애인지원센터(063-714-2610)를 통해 신청할 수 있으며, 심의를 거쳐 이용 여부가 결정된다.

전북자치도 관계자는 “이 사업은 단순한 돌봄 제공을 넘어, 당사자와 가족의 삶을 근본적으로 변화시키는 전환점이 되고 있다”라며 “발달장애인의 지역사회 자립과 안정적인 일상생활 지원을 위해 역량 있는 법인의 적극적인 참여를 기대한다”라고 밝혔다.

Jeollabuk Special Self-Governing Province will conduct a re-public offering until April 22 to select institutions for integrated care for individuals with severe developmental disabilities. Applications will be accepted from April 23 to 24, with plans to select a total of two institutions.

This re-public offering is aimed at individuals with severe developmental disabilities who face challenges in utilizing existing care services due to self-harm or harm to others, in order to establish a stable care system.

The project involves providing tailored care on a 24-hour 1:1 basis, with one dedicated staff member per user, coordinating daytime activities, housing, and nighttime care. The service operates during the day (09:00-17:00) and at night (17:00-next day 09:00).

The scale of the project is a total of 156.7 million won (50% national funds, 50% provincial funds), with an annual operating cost of approximately 150 million won per user. The target applicants are public institutions and non-profit organizations equipped with relevant facilities and professional staff.

Currently, the province operates the service through one institution, serving nine individuals with severe developmental disabilities. The project is being evaluated for reducing the burden on caregivers and contributing to the stability of users' daily lives.

There are 14,504 individuals with developmental disabilities in the province, accounting for approximately 11% of all registered individuals with disabilities, many of whom require continuous care.

Individuals wishing to use the service can apply through the administrative welfare centers in their residential towns or villages or the Jeollabuk Special Self-Governing Province Developmental Disability Support Center (063-714-2610), with the decision on use determined through review.

An official from Jeollabuk Province stated, "This project is becoming a turning point that fundamentally changes the lives of the individuals and their families beyond just providing care," and expressed expectations for active participation from capable organizations to support the independence of individuals with developmental disabilities in the local community and provide stable daily life support.
