전북특별자치도가 중증장애인생산품 의무구매 실적에서 전국 1위를 차지하며 2년 연속 최고 성과를 이어갔다.

22일 보건복지부에 따르면 전북자치도는 ‘2025년 공공기관 중증장애인생산품 우선구매 실적’에서 의무구매율 2.32%를 기록, 전국 17개 광역지자체 가운데 1위를 달성했다. 이는 전년(2.11%) 대비 0.21%p 상승한 수치로, 법정 기준인 1.1%를 크게 웃도는 수준이다.

구매실적을 보면 전북자치도는 총 구매액 1,016억 원 가운데 23억 5천만 원을 중증장애인생산품으로 구매해 2.32%의 비율을 기록했다. 도내 시군을 포함한 전체 지자체 기준으로는 총 9,677억 원 중 104억 원을 구매해 평균 1.08%를 나타냈다.

시군별로는 정읍시(1.47%), 익산시(1.42%), 진안군(1.42%), 남원시(1.22%), 고창군(1.13%) 등이 기준을 초과 달성하며 우수한 실적을 보였다.

중증장애인생산품 우선구매 제도는 「중증장애인생산품 우선구매 특별법」에 따라 공공기관이 일정 비율 이상을 해당 생산품으로 구매하도록 권장하는 제도로, 중증장애인의 고용 확대와 직업재활을 지원하는 데 목적이 있다.

치도는 2024년부터 청내 각 부서와 소방본부, 사업소 등을 대상으로 우선구매 확대를 위한 홍보와 교육, 맞춤형 컨설팅을 체계적으로 추진해왔다. 그 결과 2년 연속 전국 1위라는 성과를 거두며 제도 활성화를 선도하고 있는 것으로 평가된다.

도는 이러한 성과를 바탕으로 올해부터 시군과의 협력체계를 한층 강화해 전반적인 구매 참여를 확대해 나갈 계획이다. 특히 현장의 의견을 반영한 실효성 있는 지원과 함께 교육·컨설팅을 지속 추진해 균형 있는 실적 향상을 도모한다는 방침이다.

방상윤 전북자치도 복지여성보건국장은 “도와 시군이 함께 의무구매 목표를 달성할 수 있도록 지원을 강화하겠다”며 “중증장애인의 고용과 자립을 뒷받침하는 정책을 지속적으로 추진하겠다”고 말했다.

Jeonbuk Special Self-Governing Province has achieved the top spot nationwide in the mandatory purchase of products made by severely disabled individuals, continuing its outstanding performance for the second consecutive year.

According to the Ministry of Health and Welfare on the 22nd, Jeonbuk Province recorded a mandatory purchase rate of 2.32% in the '2025 Priority Purchase Performance of Severe Disability Products by Public Institutions,' achieving the top position among the 17 metropolitan cities and provinces nationwide. This figure represents a significant increase of 0.21 percentage points compared to the previous year (2.11%), far surpassing the legal standard of 1.1%.

In terms of purchasing performance, Jeonbuk Province purchased 23.5 billion won worth of products made by severely disabled individuals out of a total purchase amount of 101.6 billion won, resulting in a ratio of 2.32%. When considering all local governments in the province, including cities and counties, a total of 104 billion won was purchased out of 9.677 trillion won, reflecting an average of 1.08%.

Among the cities and counties, Jeongeup City (1.47%), Iksan City (1.42%), Jinan County (1.42%), Namwon City (1.22%), and Gochang County (1.13%) exceeded the standards and demonstrated excellent performance.

The Priority Purchase System for Products Made by Severely Disabled Individuals is a system that encourages public institutions to purchase a certain percentage of these products based on the 'Special Act on Priority Purchase of Products Made by Severely Disabled Individuals,' aiming to expand employment opportunities for severely disabled individuals and support vocational rehabilitation.

The province has been systematically promoting and conducting tailored consulting for the expansion of priority purchases through education and training for various departments, fire departments, and business units since 2024. The province has been leading the activation of the system by achieving the top spot nationwide for two consecutive years.

Building on these achievements, the province plans to further strengthen its cooperation system with cities and counties from this year onwards to expand overall participation in purchasing. The province aims to promote balanced performance improvement by continuing to pursue effective support, education, and consulting that reflect on-site opinions.

Bang Sang-yoon, Director of the Welfare Women's Health Department of Jeonbuk Province, stated, "We will strengthen support to help the province and cities achieve their mandatory purchase goals together," adding, "We will continue to implement policies that support the employment and independence of severely disabled individuals."
