전북특별자치도는 시각·청각장애인의 방송 시청 편의 향상과 정보 접근성 확대를 위해 방송통신위원회, 시청자미디어재단과 협력하여 시·청각장애인용 TV 보급사업을 추진한다고 8일 밝혔다.

이번 사업은 수어방송, 자막, 화면 확대, 음성안내 등 장애인 맞춤형 편의기능이 탑재된 43인치 고화질 스마트TV를 지원하는 것으로, 시·청각장애인의 정보격차 해소와 생활편의 증진을 위해 마련됐다.

저소득층(기초생활수급자 또는 차상위계층)을 대상으로 하는 무상보급 신청은 6월 8일부터 7월 3일까지 진행된다. 지원 대상은 보건복지부 등록 시각·청각장애인과 국가보훈부 등록 눈·귀 상이등급자이며, 올해 전국적으로 총 1만 6,500대가 보급될 예정이다.

저소득층이 아닌 시각·청각장애인의 경우에는 7월 13일부터 신청할 수 있으며, 본인부담금 10만 원을 납부하면 보급받을 수 있다.

신청은 주소지 관할 읍·면·동 행정복지센터를 방문하거나 시·청각장애인용 TV 보급 누리집을 통해 본인 인증 후 접수할 수 있다.

도는 2017년부터 방송통신위원회와 업무협약을 체결하고 시각장애인을 위한 스마트 돋보기, 포커스 확대 기능과 청각장애인을 위한 자막 분리, 수어화면 확대 기능 등이 적용된 TV 보급을 지원해 왔다.

전북자치도 관계자는 “시·청각장애인의 정보 접근권 보장과 생활편의 향상을 위해 장애인용 TV 보급사업을 지속적으로 추진하고 있다”며 “앞으로도 장애인의 경제적 부담을 덜고 삶의 질을 높일 수 있는 다양한 복지정책을 적극 추진해 나가겠다”고 말했다.

Jeonbuk Special Self-Governing Province announced on the 8th that it is pushing forward with a TV distribution project for the visually and hearing impaired in collaboration with the Korea Communications Commission and the Broadcasting Media Foundation to enhance the convenience of watching broadcasts and expand information accessibility for the visually and hearing impaired.

This project involves providing 43-inch high-definition smart TVs equipped with customized convenience functions for the disabled, such as sign language broadcasts, subtitles, screen enlargement, and voice guidance, to bridge the information gap and enhance the quality of life for the visually and hearing impaired.

Free distribution applications targeting low-income individuals (basic livelihood security recipients or the near-poor) will be accepted from June 8th to July 3rd. The support targets visually and hearing impaired individuals registered with the Ministry of Health and Welfare and those with eye or ear disabilities registered with the Ministry of Patriots and Veterans Affairs, with a total of 16,500 units planned to be distributed nationwide this year.

Visually and hearing impaired individuals who are not low-income can apply starting from July 13th and receive the TV upon payment of a self-payment of 100,000 won.

Applications can be submitted by visiting the local administrative welfare center in the residential area or through the online portal for TV distribution for the visually and hearing impaired after personal authentication.

Since 2017, the province has been supporting TV distribution for the visually and hearing impaired in collaboration with the Korea Communications Commission, providing smart magnifiers for the visually impaired, focus enlargement functions, subtitle separation for the hearing impaired, and sign language screen enlargement functions.

An official from Jeonbuk Province stated, "We are continuously promoting TV distribution projects for the disabled to ensure their right to access information and improve their quality of life," adding, "We will actively pursue various welfare policies to reduce the economic burden on the disabled and enhance their quality of life."
