전북특별자치도는 장애인보조견에 대한 올바른 인식 확산과 장애인의 이동권 보장을 위해 장애인보조견 출입 보장 홍보와 인식개선 사업을 추진한다고 17일 밝혔다.

장애인보조견은 시각장애인뿐 아니라 지체·청각·뇌병변장애인 등의 자립생활과 안전한 이동을 지원하는 중요한 동반자다. 그러나 일부 음식점과 숙박시설 등에서 출입을 제한하거나 거부하는 사례가 발생하면서 지속적인 인식개선 필요성이 제기되고 있다.

「장애인복지법」에 따르면 장애인보조견 표지를 부착한 장애인보조견을 동반한 장애인은 대중교통수단과 공공장소, 숙박시설, 식품접객업소 등 여러 사람이 이용하는 시설에 자유롭게 출입할 수 있다. 정당한 사유 없이 출입을 거부할 경우 300만원 이하의 과태료가 부과될 수 있다.

도는 지난해 제정된 「전북특별자치도 장애인 보조견 출입 보장 지원에 관한 조례」를 바탕으로 장애인보조견에 대한 사회적 인식을 높이고 출입 보장 문화를 확산해 나갈 계획이다.

특히 음식점과 카페, 숙박시설, 공공기관 등을 대상으로 장애인보조견의 역할과 출입 보장 의무에 대한 홍보를 강화하고, 장애인과 비장애인이 함께 살아가는 포용적 사회환경 조성에 힘쓸 방침이다.

전북자치도 관계자는 “장애인보조견은 반려동물이 아닌 장애인의 안전한 이동과 일상생활을 지원하는 보조수단”이라며 “도민 모두가 장애인보조견에 대한 올바른 이해를 바탕으로 장애인의 이동권과 권리를 존중하는 사회문화 조성에 동참해 주시길 바란다”고 말했다.

Jeollabuk Special Self-Governing Province announced on the 17th that it will promote activities to ensure the entry and exit of assistance dogs for people with disabilities and improve awareness to guarantee the mobility rights of people with disabilities.

Assistance dogs for people with disabilities are important companions that support independent living and safe mobility for not only visually impaired individuals but also those with physical, auditory, and brain disabilities. However, cases of restrictions or refusals of entry at some restaurants and accommodations have raised the need for continuous improvement in awareness.

According to the "Welfare of Persons with Disabilities Act," individuals with disabilities accompanied by assistance dogs bearing a special mark can freely enter public transportation, public places, accommodations, food service establishments, and other facilities used by many people. A fine of up to 3 million won may be imposed for unjustified refusals of entry.

Based on the "Ordinance on Supporting the Entry and Exit of Assistance Dogs for People with Disabilities in Jeollabuk Special Self-Governing Province" enacted last year, the province plans to raise social awareness of assistance dogs for people with disabilities and promote a culture of guaranteed entry and exit.

In particular, efforts will be made to enhance promotion of the role of assistance dogs and the obligation to ensure their entry and exit at restaurants, cafes, accommodations, public institutions, and other establishments. The province aims to create an inclusive social environment where people with and without disabilities live together.

An official from Jeollabuk Province stated, "Assistance dogs are not pets but auxiliary means that support the safe mobility and daily lives of people with disabilities," and expressed hope that "all residents will participate in creating a social culture that respects the mobility rights and rights of people with disabilities based on a correct understanding of assistance dogs."
