전북특별자치도는 보건복지부가 추진한 '장애인 건강검진기관 시설·장비 지원사업' 공모에서 전북대학교병원과 남원노인요양병원 2개 기관이 최종 선정됐다고 24일 밝혔다.

이번 사업은 장애인이 건강검진을 보다 쉽게 받을 수 있는 환경을 마련해 장애인과 비장애인 사이의 검진 수검률 격차를 줄이고, 건강위험요인과 질병을 조기에 발견함으로써 장애인의 건강한 삶을 뒷받침하기 위해 추진됐다.

특히 「장애인 건강권 및 의료접근성 보장에 관한 법률」 개정으로 공공보건의료기관 가운데 건강검진기관은 장애인 건강검진기관으로 당연 지정되며, 해당 기관들은 올해 말까지 법적 지정 기준을 갖춰야 한다.

이번 선정에 따라 두 기관에는 지정 기준 충족에 필요한 시설·장비 구축비가 지원된다. 기관별 지원 규모는 총 1억 6,750만 원으로, 국비와 지방비를 절반씩 부담해 2026년부터 2027년까지 2개 연도에 걸쳐 나눠 지급될 예정이다. 검진을 시작한 뒤에는 중증장애인 검진에 따른 가산수가도 별도로 지원돼 안정적인 운영을 뒷받침한다.

지원 예산은 검진 편의를 높이기 위한 시설 개선과 장애인 전용 장비 마련에 쓰인다. 주요 구축 항목으로는 ▲휠체어 체중계 ▲영상확대비디오 ▲점자프린터 ▲이동식 전동리프트 ▲장애특화 신장계 ▲이동형 침대 등 장애 특성을 반영한 장비가 포함된다.

휠체어 접근이 가능한 검진 동선 확보와 편의시설 보완, 수어통역 제공 등 이동과 의사소통을 돕는 환경 개선도 함께 진행해 장애인 친화적 검진 체계를 갖춰 나갈 계획이다.

앞서 도는 지난 4월 미지정 기관을 대상으로 수요 조사를 거쳐 공모에 참여했으며, 6월 보건복지부와 국립중앙의료원의 현장실사 평가를 통과해 최종 선정됐다. 두 기관에 대한 예산 교부와 사업 시행은 오는 7월부터 본격적으로 이뤄진다.

도는 이번 사업으로 장애인의 검진 접근성이 높아지고 지역 공공의료 기반도 탄탄해져, 장애인이 보다 편리하게 검진 서비스를 이용할 수 있을 것으로 기대하고 있다.

방상윤 전북자치도 복지여성보건국장은 "장애인이 검진 과정에서 겪는 이동과 시설 이용의 불편을 줄이고 누구나 편하게 검진받을 수 있는 환경을 만드는 일이 중요하다"며 "앞으로도 장애인의 의료 접근성을 높이고 건강권을 보장하는 기반 마련에 힘쓰겠다"고 말했다.

Jeonbuk Special Self-Governing Province announced on the 24th that Jeonbuk University Hospital and Namwon Elderly Care Hospital were selected as the final recipients in the public offering for the 'Support Project for Facilities and Equipment for Health Screening Institutions for People with Disabilities' promoted by the Ministry of Health and Welfare.

This project aims to create an environment where people with disabilities can more easily receive health screenings, reduce the gap in screening rates between people with and without disabilities, and support the healthy lives of people with disabilities by detecting health risks and diseases early.

In particular, with the amendment of the "Act on Guaranteeing the Health Rights and Medical Accessibility of Persons with Disabilities," health screening institutions among public health care facilities are automatically designated as health screening institutions for people with disabilities, and these institutions must meet the legal designation criteria by the end of this year.

As a result of this selection, the two institutions will receive support for the construction of facilities and equipment necessary to meet the designation criteria. The total support amount for each institution is 167.5 million won, with half of the funding to be provided by the national government and the other half by the local government, to be disbursed over two years from 2026 to 2027. Additionally, separate support will be provided for additional fees related to health screenings for severely disabled individuals after screenings have commenced to support stable operation.

The support budget will be used for facility improvements to enhance screening convenience and provide specialized equipment for people with disabilities. Key construction items include wheelchair scales, video magnifiers, braille printers, portable electric lifts, disability-specific urinals, and mobile beds reflecting the characteristics of disabilities.

Efforts will also be made to establish a disability-friendly screening system by securing screening routes accessible by wheelchairs, enhancing convenience facilities, providing sign language interpretation, and improving environments that facilitate mobility and communication.

Previously, the province conducted a demand survey targeting unspecified institutions in April and participated in the public offering process. After passing the on-site inspection and evaluation by the Ministry of Health and Welfare and the National Medical Center in June, the two institutions were finally selected. Budget allocation and project implementation for these institutions will begin in earnest from July.

The province expects that through this project, the accessibility of health screenings for people with disabilities will increase, and the foundation of the regional public health care system will be strengthened, allowing people with disabilities to more conveniently access screening services.

Bang Sang-yoon, Director of the Welfare, Women, and Health Department of Jeonbuk Province, stated, "It is important to reduce the inconvenience experienced by people with disabilities during the screening process and create an environment where anyone can comfortably undergo screenings," adding, "We will continue to strive to improve the medical accessibility of people with disabilities and establish a foundation to guarantee their health rights."
