전주시가 교통약자를 포함한 모든 시민이 안전하고 편리하게 대중교통을 이용할 수 있도록 저상버스 승강장 시설 개선과 특별교통수단 확충에 나선다.

먼저 전주시는 올해 총 9,000만 원의 사업비를 투입해 남부시장과 혁신도시 내 국민연금공단 등 시내 주요 승강장 6곳을 저상버스 맞춤형 승강장으로 교체한다.

장애인단체의 의견을 수렴해 이용객과 교통약자의 빈도가 높은 지역을 우선 선정했으며, 지난 상반기 남부시장 승강장 설치를 완료한 데 이어 하반기 중 국민연금공단을 포함한 나머지 5곳의 개선을 완료할 계획이다.

새로 조성되는 조합형 승강장은 비, 바람, 폭염 등 기상 영향을 줄이면서도 개방감을 확보했으며, 휠체어 회전반경을 고려한 공간과 장애인 알림등, 점자블록 등 편의시설을 대폭 확충했다.

특히 시는 향후 금융중심지 조성으로 출퇴근 및 방문객 수요가 급증할 혁신도시의 정주 여건을 개선하고 수도권 연계 광역교통 서비스를 강화할 수 있을 것으로 기대하고 있다.

이와 함께 이용 수요가 꾸준히 증가하고 있는 교통약자 특별교통수단도 전격 확충한다.

올해 특장택시 1대를 신규 증차하고 노후 차량 5대를 친환경 카니발 하이브리드 차량으로 교체하는 사업을 연말까지 추진한다.

새로 도입되는 차량은 와상장애인도 이용할 수 있어 더욱 다양한 이동 수요에 대응할 수 있게 되었다.

현재 전주시는 특장택시 64대, 바우처택시 50대 등 총 140대의 특별교통수단을 운영 중이며, 특히 지난해 7월 도입된 바우처택시는 비휠체어 이용자의 수요를 분산해 휠체어 이용자의 대기시간을 단축하는 효과를 거두고 있다. 시는 앞으로도 관련 예산을 확보해 바우처택시를 지속해서 확대할 방침이다.

백미영 전주시 대중교통국장은 “이번 사업이 교통약자의 이동권 보장뿐만 아니라 시민 모두의 대중교통 이용 환경을 개선하는 사업임”을 강조하며, “변화하는 교통 수요에 선제적으로 대응해 누구나 편리하고 안전하게 이동할 수 있는 교통복지 환경을 만들어 가겠다”고 밝혔다.

Jeonju City is taking steps to improve the facilities of low-floor bus stops and expand special transportation services to ensure that all citizens, including transportation-disadvantaged individuals, can use public transportation safely and conveniently.

Firstly, this year, Jeonju City will invest a total of 90 million won to replace six major bus stops in the southern market and the innovation city, including the National Pension Service, with low-floor bus customized stops. These locations were selected based on the input from disability groups and the high frequency of passengers and transportation-disadvantaged individuals. Following the completion of the installation of the southern market bus stop in the first half of the year, the plan is to complete the improvement of the remaining five locations, including the National Pension Service, in the second half of the year.

The newly constructed combined bus stops have been designed to reduce the impact of weather conditions such as rain, wind, and heat while ensuring openness. They have also significantly expanded facilities such as spaces considering wheelchair turning radius, disability alert lights, braille blocks, and other convenience facilities.

Moreover, the city expects to improve the living conditions of the innovation city, where commuting and visitor demands are expected to increase significantly due to the future development as a financial center, and strengthen metropolitan transportation services connecting to the capital region.

In addition, the demand for special transportation services for transportation-disadvantaged individuals, which has been steadily increasing, will be significantly expanded. This year, the city will add one new special taxi and carry out a project to replace five old vehicles with eco-friendly Carnival hybrid vehicles by the end of the year. The newly introduced vehicles can also be used by visually impaired individuals, thus being able to respond to a wider range of mobility demands.

Currently, Jeonju City operates a total of 140 special transportation vehicles, including 64 special taxis and 50 voucher taxis. In particular, the voucher taxi introduced in July last year has been effective in reducing the waiting time for wheelchair users by dispersing the demand of non-wheelchair users. The city plans to secure relevant budgets and continue to expand the voucher taxi service in the future.

Baek Mi-young, head of the Jeonju City Public Transportation Department, emphasized that this project is not only about guaranteeing the mobility rights of transportation-disadvantaged individuals but also about improving the public transportation environment for all citizens. She stated, "We will proactively respond to the changing transportation demands and strive to create a transportation welfare environment where everyone can move conveniently and safely."
