Jeonju City Focuses on Stability of Welfare and Livelihood with 3rd Supplementary Budget (Draft)

전주시가 어려운 재정 여건 속에서도 시민들의 삶과 직결된 복지 예산과 지역경제 활성화를 위해 1611억 원 규모의 예산을 추가 편성했다.
시는 2026년 제2회 추경(2조7955억 원)보다 1611억 원(5.76%) 증가한 2조 9566억 원 규모의 제3회 추가경정예산안을 편성해 전주시의회의 심의를 요청했다고 2일 밝혔다.
회계별로는 일반회계가 1405억 원 증가한 2조 7260억 원, 특별회계가 206억 원 증가한 2306억 원 규모다.
먼저 시는 이번 추가경정예산안에 취약계층 지원을 위한 복지 예산을 최대한 반영했다.
구체적으로 △기초연금 224억 원 △노인일자리사업 72억 원 △장애인 활동지원 68억 원 △재가노인복지시설 지원 86억 원 △아동수당 76억 원 △보육료 지원 27억 원 등을 편성했다.
또한 시는 민생 안정과 지역경제 활성화를 위해 △지역화폐 발행 및 운영 166억 원 △운수업계 유가보조금 지원 123억 원 △버스운송사업 재정지원 71억 원 △시내버스 무료환승 손실 지원 14억 원 △소상공인 특례보증 지원 9억 원 △대중교통비 환급지원(K-패스) 8억 원 등 예산을 책정했다.
이와 함께 시는 쾌적한 생활환경 조성을 위한 청소 분야 예산으로 △생활폐기물 수집·운반 대행비 174억 원 △소각자원센터 위탁운영 13억 원 △생활쓰레기 위탁처리 8억 원 △음식물·재활용쓰레기 처리비 7억 원 등을 편성했다.
동시에 시는 연내 마무리가 필요한 시설 사업과 유관기관 연계사업의 차질 없는 추진을 위해 관련 예산도 책정했다. 주요 내용은 △전주 독립영화의 집 건립 122억 원 △권역재활병원 건립 20억 원 △구 자림복지재단 부지 진입도로 개설 20억 원 △탄소산단 도시숲 조성 7.5억 원 △탄소산단 진입도로(지하차도) 개설 7억 원 등이다.
추가 소요되는 재원은 세수 재추계에 따른 지방세 증가분과 세외수입, 국·도비 보조금, 2025년 회계 결산에 따른 순세계잉여금 등으로 확충했으며, 재정 여건 악화 속에서 미집행이 예상되는 사업과 행사성 사업 취소·축소, 집행잔액 등 세출예산 조정을 통해 마련했다.
최현창 전주시 기획조정실장은 “이번 제3회 추경예산안은 어려운 재정 여건 속에서 취약계층의 생활 안정과 지역경제 활성화를 최우선으로 고려해 필요한 사업에 배분하려 노력했다”면서 “예산이 확정되는 대로 계획대로 속도감 있게 추진될 수 있도록 행정력을 집중할 것”이라고 말했다.
한편 추경예산안은 2일부터 오는 16일까지 이어지는 제434회 전주시의회 제1차 정례회 심의를 거쳐 최종 확정될 예정이다.
Despite difficult financial conditions, Jeonju City has allocated an additional budget of 161.1 billion won to enhance welfare budgets directly affecting citizens' lives and to revitalize the local economy.
The city announced on the 2nd that it has prepared a third supplementary budget totaling 2.9566 trillion won, which is an increase of 161.1 billion won (5.76%) compared to the second supplementary budget of 2.7955 trillion won for 2026, and has requested deliberation by the Jeonju City Council.
Broken down by accounting, the general account increased by 140.5 billion won to 2.726 trillion won, and the special account increased by 20.6 billion won to 230.6 billion won.
First and foremost, the city has maximized the inclusion of welfare budgets for vulnerable groups in this supplementary budget. Specifically, allocations were made for basic pension (224 billion won), elderly job creation projects (72 billion won), support for disabled activities (68 billion won), support for home care facilities for the elderly (86 billion won), child allowances (76 billion won), and childcare fee support (27 billion won).
Additionally, the city has allocated budgets for public welfare and local economic revitalization, including funding for local currency issuance and operation (166 billion won), support for fuel subsidies in the transportation industry (123 billion won), financial support for bus transportation services (71 billion won), compensation for free transfers on city buses (14 billion won), special guarantees for small business owners (9 billion won), and reimbursement support for public transportation fees (K-Pass) (8 billion won).
Furthermore, the city allocated budgets in the cleaning sector to create a pleasant living environment, including funds for household waste collection and transportation services (174 billion won), operation of an incineration resource center (13 billion won), outsourcing of household waste treatment (8 billion won), and food and recyclable waste treatment costs (7 billion won).
At the same time, budgets were set aside for facility projects that need to be completed by the end of the year and for seamless progress of related projects with affiliated organizations. Key contents include the construction of Jeonju Independent Film House (12.2 billion won), establishment of regional rehabilitation hospitals (20 billion won), opening of access roads to the former Jarim Welfare Foundation site (20 billion won), creation of a urban forest in Tanso Industrial Complex (7.5 billion won), and establishment of an access road to Tanso Industrial Complex (underground road) (7 billion won).
The additional funds were secured through an increase in local taxes based on revised tax estimates, non-tax revenues, national and provincial subsidies, and surplus funds from the 2025 accounting closing. In the face of worsening financial conditions, the budget was prepared by canceling or reducing projects and events expected to go unimplemented, adjusting expenditure budgets such as remaining balances.
Choi Hyeon-chang, Director of the Jeonju City Planning and Coordination Office, stated, "In these difficult financial conditions, we made efforts to prioritize the stability of vulnerable groups' lives and the revitalization of the local economy in allocating the necessary projects." He also mentioned, "Once the budget is finalized, we will concentrate our administrative efforts to ensure that the plans are executed promptly."
The supplementary budget will be finalized through deliberation at the 434th Jeonju City Council's first regular session, which will take place from the 2nd to the 16th.
