The Association of Governors of South Korea's Provinces and Metropolitan Cities, led by Chairman Park Chan-dae, Mayor of Incheon Metropolitan City, held a meeting of mayors and governors from cities and provinces on Jeju Island on the 16th to discuss concerns about the deterioration of local finances due to the introduction of a Future Response Fund and to propose follow-up measures. They agreed on a joint proposal for "Local Financial Stability and Fiscal Decentralization."
During the meeting, mayors and governors presented various opinions on the introduction of the Future Response Fund and funding mechanisms. Concerns were raised about the reduction in local tax allocations due to the establishment of the fund, as well as the weakening of local financial autonomy. It was suggested that caution should be exercised in introducing the fund without sufficient consideration of its impact on local finances.
Furthermore, it was pointed out that if the accumulation of funds from domestic taxes, which are the source of local tax allocations, is excluded for the creation of the Future Response Fund, local governments may face greater difficulties, especially in financially strained regions, as it would reduce the general funds that local governments can autonomously utilize.
The mayors and governors emphasized that local tax allocations are essential funds that support essential administrative services directly related to residents' lives, such as welfare, care, and disaster safety. They agreed that the introduction of the Future Response Fund should not further worsen the already challenging local financial conditions.
In light of this, the mayors and governors urged the National Assembly and the government to maintain the current method of calculating local tax allocations under the existing Local Tax Allocation Law through the joint proposal.
They also suggested that the "Inter-Governmental Fiscal Decentralization Task Force" be promptly reactivated to establish concrete measures to enhance local finances, such as increasing local tax rates and the proportion of local taxes, as well as raising the national project funding burden.
Chairman Park Chan-dae of the Association of Governors of South Korea's Provinces and Metropolitan Cities stated, "The Future Response Fund should serve as a source of funding that supports the growth of regions and the lives of residents." He emphasized the need to carefully examine funding sources and distribution criteria during the fund's introduction and operation to prevent the weakening of local finances, and to establish institutional mechanisms that allow local governments to plan projects stably.
