The dismantling of the "Sangjugeumbol," which has lost its function of agricultural water intake due to its location in the upper reaches of the Jeonju Stream, is being actively pursued.
On October 19, the Jeonbuk Environmental Movement Union, the Forest and Sharing Foundation, the Ministry of Climate, Energy, and Environment (Jeonbuk Regional Environmental Office), Coca-Cola Korea Ltd., Jeonbuk Special Self-Governing Province, Wanju County, and the Korea Environment Corporation signed a "Joint Implementation Agreement for the Restoration of the Jeonju Stream Aquatic Ecosystem Continuity" at the Sangjugeumbol site in Jeonju, Wanju County, Jeonbuk.
This project is a collaborative model that combines private funding (sponsored by the Global Coca-Cola Foundation), civil society proposals, and administrative and technical support from the government and local authorities. As part of the Forest and Sharing Foundation's "Village Stream Collective" project, the plan is to dismantle the Sangjugeumbol, which is 1.3m high and 86m wide, to restore the natural flow of the Jeonju Stream. The results of the preliminary environmental impact assessment analysis have proven clear environmental effects such as water quality improvement (DO +0.553mg/L), flood level reduction (up to 1.18m), and greenhouse gas reduction (27,524,258 kgCO₂eq).
In the past, the Jeonju Stream was considered a model case for ecological river restoration with the dismantling of the Deokjinbo and Isubo, but in recent years, ecological damage has occurred due to excessive dredging and deforestation. Lee Jeong-hyun, co-representative of the Jeonbuk Environmental Movement Union, stated, "The dismantling of the Sangjugeumbol is the starting point for reviving the flow of the Jeonju Stream, and we hope it will lead to the restoration of the nation's four major rivers - the Geum, Yeongsan, Nakdong, and Han Rivers." Furthermore, Director Moon Ji-hyun called for the establishment of a permanent discussion body to manage the entire watershed in line with the national river promotion of the Jeonju Stream.
In the future, the Jeonbuk Environmental Movement Union plans to continuously monitor the ecological and hydrological changes before and after the dismantling with the "2026 Citizen Science Investigation Team" and expert groups, accumulating data to create a nationwide model case.
